Luis Carlos Ugalde

Luis Carlos founded Integralia Consultores in 2009 and is currently the CEO. He is in charge of executing Integralia's vision to become a market leader; spreading the brand and attracting new clients; recruiting high quality professional consultants; and leading projects. Previously he worked in government for almost 20 years: he was president of the Federal Electoral Institute in 2003-2007, coordinator of advisors to the Mexican ambassador to the United States in 1997-2000 and secretary of energy in 1997.
Alongside his experience in the public sector, Ugalde has developed a career as a university professor, researcher and political analyst. He was a full-time researcher at the Centro de Investigación y Docencia Económicas (CIDE) in 2001-2003 and a visiting professor and researcher at Harvard University. He has been a professor since the 1990s at the Instituto Tecnológico Autónomo de México (ITAM), at the Tecnológico de Monterrey and at the American University in Washington DC. He has published books on democracy and public finance, as well as dozens of academic and opinion articles in specialised journals and newspapers in Mexico and abroad. He is an editorialist for the newspaper El Financiero. He is a contributor to El Financiero Bloomberg; on Radio Fórmula with Pepe Cárdenas, and on Milenio TV with Azucena Uresti, as well as a commentator on various radio and TV news programmes.

Luis Carlos holds a degree in Economics from ITAM, a master's degree in Public Administration and a PhD in Political Science from Columbia University in New York.

Carlos joined Integralia since 2019 leading the financial services, pharmaceutical and energy practice. His specialty is supporting our clients in identifying market and business risks and opportunities emanating from the political environment. He has more than 20 years of experience in the public and private sector. He was president of CONSAR, where he achieved relevant advances in investment, corporate governance, digitalization and financial education. During that period, he served as president of the International Organization of Pension Supervisors (IOPS) and of the International Association of Latin American Pension Fund Supervisory Bodies (AIOS). Previously, he was a political risk consultant for Mexico at Eurasia Group, based in Washington DC, and director of Social Communication for Pemex, CONSAR and the Communications Office of the Ministry of Finance. He is an economist from ITAM and a political scientist from UNAM. He holds a Master's degree in Public Policy from the London School of Economics and a Master's degree in Economic Policy from Columbia University in New York.

Denise has been collaborating with Integralia since 2016 as responsible for the company's administration and finances. She accompanies clients during the process of contracting or renewing the services Integralia offers. Internally, she ensures the operational and financial viability of the company. She has more than 22 years of experience. In the public sector, he has worked at the federal, state and municipal levels, with an outstanding career at the Ministry of Economy, where he was part of the team that developed the National Development Plan 2007-2012. In the private sector, he has collaborated in national and transnational companies in the financial, real estate and services sectors. She has also worked as a professor in different universities. Ana Vásquez Colmenares

Ana coordinates services for government clients, as well as regional studies and communication strategies. She is a political scientist and has extensive experience in advising governments and political parties, as well as in political communications and public affairs for companies. She has also had a trajectory in the Mexican public sector, where she has worked in the Presidency of the Republic, the IFE and the government of the state of Oaxaca. Her academic training was enriched by a master's degree in international affairs with a specialization in media at Columbia University in New York, a master's degree in public administration and government from the Benemérita Universidad de Oaxaca, and a master's degree in gender and law from the Centro de Estudios de Posgrado, as well as more than eight diplomas in communication, public opinion, gender and intercultural issues.

Ximena helps clients measure the impact of their operations on communities and identify social and political risks that could affect their business. She also helps clients understand the development of electoral processes at the federal and local levels. She coordinates the preparation of electoral reports, social and political diagnostics and risk mitigation plans. She is co-author of the book Dinero Bajo la Mesa: financiamiento y gasto ilegal de campañas políticas en México. In the public sector, Ximena was political affairs advisor at the Mexican Mission to the United Nations (UN) in New York, and director of the Municipal Sports Institute of Puebla. In the private sector, she was an external consultant for Transparency International on the "Women, Land and Corruption" project in Uganda. She holds a law degree from the Universidad de las Américas Puebla (UDLAP) and a master's degree in Public Administration from Columbia University in New York. Sergio's duties include political and economic analysis. He is in charge of preparing sectorial reports on public policies, government programs, political and economic situation, as well as the energy sector. He helps clients to foresee risks and opportunities in legislative and regulatory matters at the federal level. Additionally, he collaborates as a researcher in Integralia publications related to public finance and budget allocation. Prior to joining Integralia, Sergio collaborated in the Energy Saving Program of the Electricity Sector of the Federal Electricity Commission and was a research assistant in public policy evaluation projects at the Instituto Tecnológico Autónomo de México (ITAM). Paulina focuses her practice on the elaboration of various analyses and reports, particularly in the legal area, which help to foresee risk scenarios and identify conflict factors regarding the constitutionality of governmental decisions, legislative and regulatory monitoring of highly regulated sectors, prevalence of corruption, extra-legal decisions, contract compliance, among others. Alejandro Lozano, Boris, is an Associate Consultant at Integralia. He specializes in public affairs, public policy, as well as legislative and political analysis. Before joining Integralia, Alejandro worked as Head of Political Affairs at the Embassy of Mexico to the Holy See (Vatican City), was Deputy of the Congress of the State of San Luis Potosi in the LX Legislature and Deputy Director of the General Secretariat of the Government of the State of San Luis Potosi (2003-2009). Verónica Baz is director of the consumer goods area at Integralia. She serves clients in the food and beverage, automotive and e-commerce sectors.
She directed the Centro de Investigación para el Desarrollo A.C. (CIDAC), where she coordinated research agendas on topics such as: competition, regulation, human capital, attraction of manufacturing investment, among others.
She is the author of the book Crecer a Pesar de México and co-author of El Poder de la Competitividad. For the past 20 years she has written the column Hacerlo Mejor in the business section of the Reforma newspaper, where she addresses trends and opportunities to generate greater value, both economic and social, in Mexico.

Luis Alberto is Social Impact Manager in the ESG area of Integralia. He has been working in community relations for more than 10 years. He has extensive experience in social management of infrastructure megaprojects. Luis Alberto is a specialist in participatory methodologies for decision making. He has coordinated studies of Social Impact Assessment, Sustainability Indicators, Neighborhood Consultation, Community Development, among others. In the public sphere, he collaborated in the Climate Change Directorate of the CDMX, where he conducted research on quality of life. He has a Bachelor's Degree in Psychology and a Master's Degree in Environmental Psychology from UNAM; he also has several updates in Sustainability, Water Governance and Territorial Analysis and Community Development.

Yair Mendoza

Yair Mendoza is part of the Political Risk unit where he collaborates with the development of reports on public insecurity and social conflict useful for clients in different sectors. He has experience in the public sector in the areas of public policy development, foresight, social linkage and communication, education and promotion of democracy. He is also the author of several academic publications and opinion articles. He is a professor at the Faculty of Political and Social Sciences at UNAM. He holds a degree in political science and public administration, a master's degree in political and social studies and is a specialist in public opinion from UNAM, as well as a specialist in public policy from Flacso-Mexico.
