Luis Carlos Ugalde
Managing Director
Luis Carlos founded Integralia Consultores in 2009 and is currently the CEO. He is in charge of executing Integralia's vision to become a market leader; spreading the brand and attracting new clients; recruiting high quality professional consultants; and leading projects. Previously he worked in government for almost 20 years: he was president of the Federal Electoral Institute in 2003-2007, coordinator of advisors to the Mexican ambassador to the United States in 1997-2000 and secretary of energy in 1997.
Alongside his experience in the public sector, Ugalde has developed a career as a university professor, researcher and political analyst. He was a full-time researcher at the Centro de Investigación y Docencia Económicas (CIDE) in 2001-2003 and a visiting professor and researcher at Harvard University. He has been a professor since the 1990s at the Instituto Tecnológico Autónomo de México (ITAM), at the Tecnológico de Monterrey and at the American University in Washington DC. He has published books on democracy and public finance, as well as dozens of academic and opinion articles in specialised journals and newspapers in Mexico and abroad. He is an editorialist for the newspaper El Financiero. He is a contributor to El Financiero Bloomberg; on Radio Fórmula with Pepe Cárdenas, and on Milenio TV with Azucena Uresti, as well as a commentator on various radio and TV news programmes.
Luis Carlos holds a degree in Economics from ITAM, a master's degree in Public Administration and a PhD in Political Science from Columbia University in New York.
Carlos Ramirez

Carlos joined Integralia since 2019 leading the financial services, pharmaceutical and energy practice. His specialty is supporting our clients in identifying market and business risks and opportunities emanating from the political environment. He has more than 20 years of experience in the public and private sector. He was president of CONSAR, where he achieved relevant advances in investment, corporate governance, digitalization and financial education. During that period, he served as president of the International Organization of Pension Supervisors (IOPS) and of the International Association of Latin American Pension Fund Supervisory Bodies (AIOS). Previously, he was a political risk consultant for Mexico at Eurasia Group, based in Washington DC, and director of Social Communication for Pemex, CONSAR and the Communications Office of the Ministry of Finance. He is an economist from ITAM and a political scientist from UNAM. He holds a Master's degree in Public Policy from the London School of Economics and a Master's degree in Economic Policy from Columbia University in New York.
Denise Canto
Director of Administration and Finance
Denise has been collaborating with Integralia since 2016 as responsible for the company's administration and finances. She accompanies clients during the process of contracting or renewing the services Integralia offers. Internally, she ensures the operational and financial viability of the company. She has more than 22 years of experience. In the public sector, he has worked at the federal, state and municipal levels, with an outstanding career at the Ministry of Economy, where he was part of the team that developed the National Development Plan 2007-2012. In the private sector, he has collaborated in national and transnational companies in the financial, real estate and services sectors. She has also worked as a professor in different universities. She holds a degree in Economics from the Universidad Popular Autónoma del Estado de Puebla (UPAEP), a master's degree in Finance from the Universidad de las Américas Puebla (UDLAP) and a diploma in Corporate Finance from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM), Mexico City campus.
Ana Vásquez Colmenares
Director of the Government Unit
Ana coordinates services for government clients, as well as regional studies and communication strategies. She is a political scientist and has extensive experience in advising governments and political parties, as well as in political communications and public affairs for companies. She has also had a trajectory in the Mexican public sector, where she has worked in the Presidency of the Republic, the IFE and the government of the state of Oaxaca. Her academic training was enriched by a master's degree in international affairs with a specialization in media at Columbia University in New York, a master's degree in public administration and government from the Benemérita Universidad de Oaxaca, and a master's degree in gender and law from the Centro de Estudios de Posgrado, as well as more than eight diplomas in communication, public opinion, gender and intercultural issues.
Ximena Mata
Deputy Director
Ximena helps clients measure the impact of their operations on communities and identify social and political risks that could affect their business. She also helps clients understand the development of electoral processes at the federal and local levels. She coordinates the preparation of electoral reports, social and political diagnostics and risk mitigation plans. She is co-author of the book Dinero Bajo la Mesa: financiamiento y gasto ilegal de campañas políticas en México. In the public sector, Ximena was political affairs advisor at the Mexican Mission to the United Nations (UN) in New York, and director of the Municipal Sports Institute of Puebla. In the private sector, she was an external consultant for Transparency International on the "Women, Land and Corruption" project in Uganda. She holds a law degree from the Universidad de las Américas Puebla (UDLAP) and a master's degree in Public Administration from Columbia University in New York. She has a degree in Economics from Harvard University.
Sergio Baca
Deputy Director
Sergio's duties include political and economic analysis. He is in charge of preparing sectorial reports on public policies, government programs, political and economic situation, as well as the energy sector. He helps clients to foresee risks and opportunities in legislative and regulatory matters at the federal level. Additionally, he collaborates as a researcher in Integralia publications related to public finance and budget allocation. Prior to joining Integralia, Sergio collaborated in the Energy Saving Program of the Electricity Sector of the Federal Electricity Commission and was a research assistant in public policy evaluation projects at the Instituto Tecnológico Autónomo de México (ITAM). He holds a bachelor's degree in Political Science and a master's degree in Applied Economics, both from ITAM.
Paulina Creuheras
Deputy Director
Paulina focuses her practice on the elaboration of various analyses and reports, particularly in the legal area, which help to foresee risk scenarios and identify conflict factors regarding the constitutionality of governmental decisions, legislative and regulatory monitoring of highly regulated sectors, prevalence of corruption, extra-legal decisions, contract compliance, among others. She has more than 10 years of experience in the public sector, having served as Deputy Director General at the Legal Department of the Federal Executive (CJEF), and worked at the General Directorate of Legal Affairs of the National Human Rights Commission (CNDH). She holds a law degree, specialising in amparo law and a master's degree in constitutional law and human rights from the Universidad Panamericana (UP), Mexico City campus. She also holds a master's degree in conflict studies from the London School of Economics and Political Science (LSE).
Jacques Coste
Associate Consultant
Jacques carries out political analysis and participates in the design and elaboration of studies and reports. In particular, he has specialised in conducting fieldwork visits to better understand the political, economic and social context of several Mexican states. He has professional experience in the Mexican Ministry of Foreign Affairs, in political consultancy projects and in non-governmental organisations. He is a columnist for several digital newspapers and author of a book and several articles on human rights and democracy in academic and popular magazines. He holds a degree in International Relations from the Universidad Anáhuac México and a master's degree in Modern and Contemporary History from the Instituto Mora.
Ana Padilla

Ana has been working at Integralia since 2017, specializing in political and electoral analysis through the application of data analysis strategies; in addition to helping our clients understand the importance of data by placing it in a visual context. She has participated in the elaboration of electoral and legislative reports. Additionally, he is in charge of the analysis and monitoring of political processes in the U.S., emphasizing the implications for Mexico and our clients' operations. He studied Political Science and International Relations at the Instituto Tecnológico Autónomo de México (ITAM).
Alexa Lara
Manager
Alexa specialises in legislative monitoring and analysis at the federal and local level, helping our clients to identify issues of interest to their industry, as well as the possible implications of new provisions that will allow them to make decisions for their business. In addition, she performs mapping and analysis of strategic actors; and research on the main regulations in different areas. Alexa was an analyst at Observatorio Parlamentario and worked in the digital political communication strategy and management team at POP Group. She holds a degree in International Relations from the National Autonomous University of Mexico (UNAM) and a diploma in National Security from the same institution.
Monica Rodriguez
Deputy Director
Monica is responsible for energy analysis and reporting. She liaises directly with our clients, helping them to identify political risks in the sector. In her professional development she has worked as Deputy Director of Management and Liaison of Standardisation and Regulatory Improvement at the Energy Regulatory Commission (CRE), and at the same Commission she was Commissioner's Advisor and Deputy Director of Regulation and Electricity Markets. Previously, she worked at the Embassy of the United States of America and the Embassy of Mexico in the United Kingdom in areas of international cooperation. She has a degree in International Relations from the Universidad Autónoma del Estado de Puebla (UPAEP) and holds diplomas in International Strategic Analysis and Economic Regulation from the Centro de Investigación y Docencia Económica (CIDE).
Daniela Salgado
Deputy Director
Daniela specializes in political and economic risk. She analyzes economic, financial and political issues. She also helps clients understand the impact of legislative and regulatory activity in their various sectors. Previously, Daniela served as Director of Industrial and Commercial Banking at the Development Banking Unit of the Ministry of Finance and Public Credit (SHCP), specializing in financial inclusion issues. She has worked as an advisor at the SHCP and the Ministry of Social Development (now Ministry of Welfare), and as an international media analyst at the Presidency of the Republic. She holds a degree in Political Science from the Instituto Tecnológico Autónomo de México (ITAM) and has taken courses in Consumer Payments and Finance at George Mason University, in Public Finance at Universidad Anáhuac, as well as several others in gender studies.
Marina Reyes

Marina has worked at Integralia since 2014. She develops analysis on political and electoral issues with direct participation in the generation of inputs for reports, presentations and briefings for clients and dissemination to the public. She prepares special reports on electoral process analysis, campaign proposals, mapping of key actors in decision making, and construction and analysis of political scenarios. Political and electoral analysis is a fundamental instrument for our clients, since through the different deliverables she provides an updated panorama with useful, accurate and reliable scenarios and prospects on the issues that have an impact on the clients' interests, oriented to better decision making. Marina has a degree in Political Science and Public Administration with a specialization in Political Science from the National Autonomous University of Mexico (UNAM).
Juan Manuel Ureiro

Juan Manuel has worked at Integralia since 2010, where he has worked as a researcher and consultant on transparency, accountability and legislative techniques. Within his professional experience, he has been a reporter for the legislative source, covering both chambers of the Federal Congress. He has a degree in Political Communication from the Faculty of Political and Social Sciences of the National Autonomous University of Mexico (UNAM). He attended a seminar on "Transparency and Combating Corruption in the Public and Private Sectors" at the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM), Santa Fe campus. He is currently pursuing a law degree at the Universidad Autónoma Metropolitana (UAM).
Josué Jijón León

Josué performs political-electoral analysis, generating inputs for our clients aimed at identifying political risks. He has worked as an advisor in the Congress of the Union, both in the Chamber of Deputies and in the Senate of the Republic. He was coordinator at the Centre for Social Studies and Public Opinion of the Chamber of Deputies, and collaborated in the federal public administration to consolidate various public investment projects. He worked in the area of strategic analysis and political intelligence for a private consulting firm. He has a degree in political science, and studied philosophy at the Universidad Panamericana.
Luis Felipe Villaseñor Alvahuante

He is currently responsible for the research, analysis and development of strategic content for our clients in the consumer sector in the Executive, Legislative and Judicial branches and the three levels of government, as well as for organized civil society organizations, academia, private initiative and the media. During his career in the field of public affairs, lobbying and communication, he has worked as a consultant in different specialized firms, in addition to having served as legislative advisor in the Senate of the Republic and the Legislative Assembly of the Federal District. He holds a degree in Political Science and Public Administration and a specialization in Negotiation and Management of Political and Social Conflicts from the National Autonomous University of Mexico (UNAM).
Daniel Garcia

Daniel collaborates in the identification of political risk scenarios for clients. He participates in the preparation of sectoral reports on infrastructure, regulatory sector, political, economic and financial situation. He also collaborates in the mapping of relevant actors for different industries in the private sector, as well as in the constant monitoring of the Congress of the Union. His experience includes his collaboration in the Programme of Support for Research and Technological Innovation Projects (PAPIIT) "Stagnation and income inequality: processes that feed back on each other". He holds a degree in Economics from the National Autonomous University of Mexico (UNAM), specialising in Business Economics and Quantitative Economics.
Alberto Quiroz

Alberto specialises in the energy sector. He provides analysis of economic, financial and regulatory issues for clients in the energy sector. He has experience in the public sector, having worked as an advisor in the Non-Tax Revenue Policy Unit at the Ministry of Finance and Public Credit, specialising in the Boards of Directors of Pemex and CFE, and previously as an evaluator of investment projects at the Undersecretary of Expenditure. He has also worked in consultancy projects on economic valuation of marine ecosystems and unconventional hydrocarbons. He holds a degree in Economics from the Instituto Tecnológico Autónomo de México (ITAM) and has attended seminars on inclusive growth and fiscal risks at the International Monetary Fund.
Karla Suarez

Responsible for the political, legal and public policy analysis of the health system in Mexico. She collaborates in the definition and implementation of public affairs strategies for clients in the pharmaceutical sector, through the identification of relevant actors for the sector and the monitoring and analysis of legislative and regulatory projects on the topics of interest. She has extensive experience and knowledge of the legislative branch at the federal and local levels. Before joining Integralia, she worked as a public affairs consultant for the private sector and business associations, and as a parliamentary advisor during the LXIV Legislature of the Chamber of Deputies. She studied law at the Universidad del Valle de México (UVM) and has taken courses in Health Systems and Policies at the National Institute of Public Health (INSP), in the construction and drafting of initiatives at the Chamber of Deputies, and in Mexican Electoral Law, Political Violence against Women and Political Communication Model in Mexico, at the Electoral Judicial Training Center of the TEPJF.

Andrea is a specialist in conflict and social impact for clients in the energy, mining, infrastructure, and agribusiness sectors, among others, to assess the impacts that projects generate on people and their communities. She has conducted field work in communities to identify key stakeholders and social actors, obtaining key and reliable information for clients. Andrea has a degree in Socio-territorial Studies from the Universidad Autónoma Metropolitana (UAM), a diploma in Public Policy from the Facultad Latinoamericana de Ciencias Sociales (FLACSO) and is currently pursuing a Master's degree in Government and Public Policy at the Universidad Panamericana (UP).
Daniela Granillo

Consultant specialized in health and pharmaceutical issues. Responsible for political intelligence activities, sectorial analysis, as well as legislative, regulatory and media monitoring and follow-up. Likewise, she participates in the definition and implementation of public affairs strategies according to specific objectives and needs and in the generation of value proposals focused on health. Her experience includes the drafting and research of public policy documents focused on specific diseases; the organization and coordination of forums, workshops and working groups for public policy advocacy projects, legislative projects and evaluation of sectoral risks and opportunities. Daniela has specialized mainly in oncology and non-communicable diseases. She also focuses on the identification of allies and relationships with civil society groups and patient representatives. In both areas, he closely covered the implications of the reforms promoted by the Executive Branch. He holds a degree in International Relations from the Autonomous University of Baja California and has taken courses related to Mexican foreign policy, international treaties and political negotiation, among others.

Nohemi has 27 years of professional experience. During her career she has developed especially in the areas of customer service and customer care. He has experience in Pemex, where he worked as a general assistant in the Management of the Safety, Occupational Health and Environmental Protection System (SSPA). In the public sector, she worked as an analyst at the Ministry of the Interior and the Ministry of Security and Citizen Protection. Luis Antonio Espino

Luis' specialty is speech writing and public speaking. He helps our clients build effective narratives and communication strategies. He consults in crisis management, as well as in verbal and non-verbal communication, public image, media and debate training. He is a political commentator in several radio and television programs and a columnist in the cultural magazine Letras Libres. In the public sector, Luis was deputy general director of speeches in the Office of the President of Mexico, speechwriter for the president of the Federal Electoral Institute (IFE), and advisor to the Secretaries of the Interior and the Treasury. In the private sector, he was strategy officer for Latin America at the Kellogg Foundation. Luis holds a degree in Economics from the Centro de Investigación y Docencia Económicas (CIDE). He holds a Master's degree in National Security from the National Defense College and a Master's degree in Public Policy from the University of Texas at Austin.
Alejandro Lozano

Alejandro Lozano, Boris, is an Associate Consultant at Integralia. He specializes in public affairs, public policy, as well as legislative and political analysis. He helps clients in the private sector and in public administration to foresee risks, manage crises and detect opportunities in legislative matters and in the design of public policies.
Before joining Integralia, Alejandro worked as Head of Political Affairs at the Embassy of Mexico to the Holy See (Vatican City), was Deputy of the Congress of the State of San Luis Potosi in the LX Legislature and Deputy Director of the General Secretariat of the Government of the State of San Luis Potosi (2003-2009). In addition, he collaborated in the Mexican Embassies in the United Kingdom, Argentina and Poland, as well as Liaison Officer at the OAS Summits in 2004 and the UN in 2002.
In the private sector, Boris is currently partner and director of a Wellness Center in San Luis Potosi, was Vice President of the National Chamber of Commerce (CANACO) and Regional Director of a family business focused on sportswear.
Boris holds a Bachelor's degree in Political Science from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM) where he also received a Master's degree in Public Management. He holds a Masters in Public Administration from Harvard University and has specializations in Government and Public Policy from the Universities of Oxford, Harvard, London School of Economics and Political Science and the Civil Service College of Singapore.
Armando Vargas

Armando joined Integralia in 2022. From the Political Risk Unit, he collaborates with the development of studies-diagnoses and analytical reports for clients to adopt a strategic position in the context of public insecurity and social conflict, seeking the feasibility and stability of their policies and operations. In the last five years, he has participated in the formulation, implementation and evaluation of public policies for the social prevention of violence and crime from the federal public administration and organized civil society. He is the author of a book, has collaborated in book chapters with other authors, scientific articles and national and international papers on citizen security, differential distribution of crime and comparative analysis. He is a professor at the Faculty of Political and Social Sciences at UNAM. He holds a bachelor's degree in political science, a master's degree in social political studies and a doctorate in political and social sciences from UNAM.

Carlos Piedra
Consultant
Carlos works as a consultant on political risk, electoral analysis and opportunities for the business environment. He works in the analysis of local, national and international electoral processes, in addition to research on corruption and transparency issues. He participates in consulting projects for clients from different sectors, both for governments and companies. She has experience in narrative design (storytelling), strategic and institutional communication, editing of final documents for clients and design of high impact presentations. In addition, at Integralia she has collaborated as an analyst in the area of corporate governance in the ESG unit and as private assistant to the CEO for more than three years. He has professional experience in CONAMER as a public policy analyst and in the Senate of the Republic in support of legislative work. He was national vice-president of the PAN's National Student Council. He has worked as a research assistant at IQSS at Harvard University and at CEAL at ITAM. He holds a degree in Political Science from ITAM and a degree in Philosophy from UNAM. He has a Master's Degree in 360º Communication Strategies from UCM in Madrid, as well as courses from UIA and ITESM.

Veronica Baz
Consumer Goods Director
Verónica Baz is director of the consumer goods area at Integralia. She serves clients in the food and beverage, automotive and e-commerce sectors.
She directed the Centro de Investigación para el Desarrollo A.C. (CIDAC), where she coordinated research agendas on topics such as: competition, regulation, human capital, attraction of manufacturing investment, among others.
She is the author of the book Crecer a Pesar de México and co-author of El Poder de la Competitividad. For the past 20 years she has written the column Hacerlo Mejor in the business section of the Reforma newspaper, where she addresses trends and opportunities to generate greater value, both economic and social, in Mexico.
She is a graduate of the Master of Business Administration (MBA) program at Duke University. She holds a Bachelor's degree in Political Science from the Instituto Tecnológico Autónomo de México (ITAM).

Karina Manriquez

Karina Jazmín Manríquez is a consultant in Integralia's Energy Unit. In her professional development she has worked as a Strategy and Internal Communication advisor at Grupo Salinas and collaborated with the Center for Training and Continuing Education at the Senate of the Republic. She has experience in monitoring and analyzing national and international political risk. She has a degree in International Relations from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM) with international experience in several European universities. She has taken concentration courses in geopolitical analysis, globalization and national security. She is currently pursuing a degree in History at the Universidad Hispánica de México.

Dinorah Mendoza

Dinorah Mendoza is a consultant in Integralia's Consumer Goods Unit and collaborates in research and reporting for our clients, as well as in legislative monitoring and analysis at the federal and local levels. Within her professional career, she has experience in the private sector as a consultant in public affairs for the port, tourism and energy sectors in a firm dedicated to public strategy. In the public sector, she has experience in the Ministry of Foreign Affairs where she worked in the General Directorate for Latin America and the Caribbean. Tamara Vargas
Analyst
Tamara collaborates in the area of political-electoral analysis, generating databases, designing dynamic graphics and compiling information for electoral and legislative reports. She has worked as an intern at Mon Vlock, a developer of non-expendable tokens and real estate, collaborating in financial planning, developing research and reviews of financial statements, credit risk calculation models and valuation of risk-weighted portfolios. Luis Alberto is Social Impact Manager in the ESG area of Integralia. He has been working in community relations for more than 10 years. He has extensive experience in social management of infrastructure megaprojects. Luis Alberto is a specialist in participatory methodologies for decision making. He has coordinated studies of Social Impact Assessment, Sustainability Indicators, Neighborhood Consultation, Community Development, among others. In the public sphere, he collaborated in the Climate Change Directorate of the CDMX, where he conducted research on quality of life. He has a Bachelor's Degree in Psychology and a Master's Degree in Environmental Psychology from UNAM; he also has several updates in Sustainability, Water Governance and Territorial Analysis and Community Development.
Yair Mendoza

Yair Mendoza is part of the Political Risk unit where he collaborates with the development of reports on public insecurity and social conflict useful for clients in different sectors. He has experience in the public sector in the areas of public policy development, foresight, social linkage and communication, education and promotion of democracy. He is also the author of several academic publications and opinion articles. He is a professor at the Faculty of Political and Social Sciences at UNAM.
